Nostr integration

Cashu and Nostr overlap more than you might expect: both care about keys, relays, and not giving a server more than it needs.

NUT-27 is currently the Nostr-specific spec in this book. It describes backing up mint information over Nostr so a wallet can recover which mints it used, not only the proofs themselves.
