Realtime and authentication

Not every mint is a wide-open public endpoint.

NUT-17 lets wallets subscribe over WebSockets, so they hear about paid quotes and spent proofs without polling. NUT-21 is clear (ordinary) authentication. NUT-22 is blind authentication, which keeps the mint from tying your identity to every mint and melt.
